Questions about 2003 waterfowl season

Hi all, we are looking to make the journey out to ND from Rhode Island for some waterfowl action. The only regulations I can find online are for 2002 and I heard rumors that 2003 will bring some drastic changes. Any truth to this? We are thinking of coming out the first or second week of October. Anyone with info on price of liscence for nonres. for ducks and geese, and cranes? or the deal with the different zones as they affect non res. hunters? or how I can find some info? Maybe I should just buy liscences now (I think they are limited) If I wait until the regs. come out in august will it be too late to get a nonres. liscence?
