I am thinking if you bought this new, the directions would say something about it. If not, I would put the battery in and run it until it is completely dead and then give it a full charge. That is recommended with most electronic devises with batteries included. Just my 2 cents......

Just bought one myself a month ago, and it came charged. But to be sure, go buy a battery tester for a few bucks at any auto parts or hardware store and test it. I have one that is really basic...cost me like $5, and I use it to test all of my batteries...even car...from time to time.
