Tuesdays legislative action (Scroll to bottom for committee rumors)
Senate passed 2198 46-0 Certificates of veterinary inspection & farmed elk
House didn't get to any of the wildlife bills. They acted on 17 others.

As of Tuesday Feb 4, 2003 at 3pm before any committee work reports.
This is what it looks like for Wednesday Feb 5 House ACTION
Here are the amendments (18 total) to be considered in the House on the calendar for Wed 2/5
They can and do the amending and sometimes the passing of the bill within minutes.
More might be added after 3 pm Tues.

1216 Change bonding amounts for license vendors DP - 11-0

1223 Pheasant season not before Oct 1 & PLOTS only for Res the first week DP - 9-2
Page 1, line 7, replace "begins" with "may not open earlier than"
Page 1, line 8, replace "Saturday immediately following the opening of duck season" with " first
Saturday of October of any given year"

1343 Penalty for poaching big game is the same for any aged animal
DP - 12-0

1391 Raise Deer licenses 5 dollars for PLOTS
DP - 11-1

Here are the bills (64 total - 17 they acted on Tues + the ones coming out of committee) that could be considered in the House on calendar for Wed 2/5 In the order on the calendar (usually the way they are voted on)
Those further down the line have less chance of being acted on today and will be carried over.

1342 Eliminates non game check off on income tax form
DNP 11-3 (# 17 on calendar total mentioned above)

1368 Requires first two letters on license plates to identify county
DNP 11-0 (# 20)

1049 Protects guides records from being public information
DP 12-1 (# 38)

1311 Non Res get half of anything over 90,000 deer licenses
DNP 10-3 (# 43)

1380 Gratis can hunt in Bow, Muzzel or Gun season.
DP 11-0 (# 45)

This is what one 1307 "Nelson Bill" committee member had to say. We are trying to amend it to include a 3rd 10 day license, put
the zones back in, put language in that mandates the Gov look at a formula (HPC II) when picking the amount of licenses available up to the 10,000 mark for the first 3 seasons. This would balance the season and actually work better for all involved than a straight HPC II concept.

Public Trust
"The keystone for protecting the public's resources under the public trust doctrine is that the State must administer its trust interests consistent with trust purposes and values. The duties imposed upon the State are those of a trustee, not simply the duties of a business manager trying to cut a deal. The key to carrying out the public trust duties of the State are its powers to regulate as well as protect the State's fundamental rights in trust properties and the use of those properties."
